Strategies for a labour council to engage its local unions

I need a literature review for labour councils (focus on Canadian ones if possible).
The two main questions that the literature review should answer are

The paper should analyze the success of other labour councils and see what worked for them and why they succeeded. Using their examples and success stories create a list of recommendations for a labour council. The recommendations should be practical and applicable to a real labour council. Strategies you can recommend are the use of social media, cold calls, cold emailing, monthly brochures/newsletters, and monthly events. But please provide literature references for each of them.
